PATRICK A. MULLOY

The Honorable Patrick A. Mulloy is a Commissioner on the United States “China Economic and Security Review Commission. The purpose of the Commission is to monitor, investigate, and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China.

Mulloy also serves as adjunct professor of international trade law at the law schools of both Catholic University and George Mason University, and lectures on trade and financial matters at the National Defense University.

He served from 1998 to 2001 as Assistant Secretary for Market Access and Compliance in the Department of Commerce. There, Mulloy directed trade policy focused on removing foreign barriers to U.S. exports and on ensuring foreign countries comply with negotiated trade agreements. His activities involved deliberations with the World Trade Organization (WTO) and individual governments. He was also appointed by President Clinton to serve as a member of the Commission on Security and Cooperation in Europe.

Prior to his employment as Assistant Secretary, Mulloy served fifteen years in senior positions with the United States Senate Banking Committee, including Chief International Counsel and General Counsel. There he contributed much to the formulation of the international trade and finance legislation passed by Congress.

Before coming to the Senate, Mr. Mulloy served as a senior attorney in the Antitrust Division of the U.S. Department of Justice. He had oversight of U.S. Oil companies participation in the Paris-based International Energy Agency (IEA).

Mulloy began his public service career as a Foreign Service Officer at State serving in the Office of U.N. Political Affairs, the Office of International Environmental and Oceans Affairs, and as Vice Consul in the Consulate General in Montreal, Canada.

Mr. Mulloy, a native of Kingston, Pennsylvania, holds an LL.M. from Harvard University Law School, a J.D. from George Washington University Law School, an M.A. from the University of Notre Dame, and a B.A. from King’s College.

He resides in Alexandria, Virginia, with his wife, Marjorie, and they have three children.
